Most are. You can tell because they don't have that weird ass smile plastered to their face.

And no it isn't permanent, most of the time. For minor offenses its like...a day or so. For bigger shit it's longer. Though sometimes it happens for nothing at all and your stuck like that. We still don't know what causes it.
